This response to the PRC report is intended to summarize for the community and the NSF the impacts of the loss of these facilities and programs, the subsequent reduction of opportunities for original research by US scientists, and the overall negative impact on the scientific enterprise in the United States. It examines the PRC assumptions, constraints, and conclusions, and in some areas offers different conclusions and opinions; we do not exhaustively list all the science and instrumental development occurring on these instruments that may have been overlooked by the PRC. Our goal is to assist the community and NSF-AST in making the critical decisions that will determine the future course of US astronomy.
